Certificate delays?

Hello,

I am a recent graduate and am wondering if it is usual for there to be a significant delay in receiving your certificate/diploma in the mail? I completed my final exam on February 20th and was told to expect it in 10-15 days. I called after a couple of weeks and was told to wait another week. It has now been two, and I haven't received anything. Anyone have insight into this?
